I beg to enclose herewith a copy of a letter which we addressed to the Assistant Secretary, Mercantile Marine

Department, Board of Trade, on the 24th February together with a copy of the reply received and the enclosure therein.

The views of this Society representing the Captains and Officers of the Merchant Service are embodied in the letter addressed to the Board of Trade, and I sincerely trust that all possible consideration will be given to them by the Colonial Office.

The Management Committee of the Guild desire me to emphasise most strongly the fact that there are many hundreds

of Masters and Officers of the Merchant Service of all ranks at

the present time out of employment, a great many of whom, with

families to support, are bordering upon a state of absolute want.

Under these circumstances, my Committee feel that there cannot

be any justification for issuing British certificates of

competency to foreigners, which would enable them to take up

berths in ships on the China Coast in particular-hich would

otherwise be filled by British Officers.
